Probably replace. Or just replace the entire thing with 'instantly provide any single advancement costing no more than than X xp'.

Having shredded this loophole, there's a few characters to fix also.
Tollenkar: ST 10, DX 10, IQ 20, wears a +5 DX ring. Tarve: ST 9, DX 11, IQ 19, wears a +4 DX ring. Porphyry: ST 16, DX 9, IQ 13, wears a +4 DX ring. Winton: Staff is a 10 point lightning rod And so on. |

* Low-risk wishes that can raise stats imply that wizards who can do that will often have puffed up their stats as much as it allows.
To avoid that, you can: * Make wishes have serious risks (more than RAW), so you get some people who risked it and won, at least a few times, but probably no one who risked it so much the odds say they'd almost certainly be toast. and/or * Reduce the ability wishes give to raise stats. |

Apply the 'Rule of 5' to wishes on any one character.
