Activating Monsters in the Stash Pile

How to you activate monsters in the stash pile? Can you use their attack points each time you are playing a monster in the DMZ?

If a Monster has an ability that is active or usable from the Stash will explicitly say that they can. They must be face-up, and the card text will explain how to use it. Otherwise, Monsters in the Stash can't be used in a fight.
