Desolation of Blarg! legality for Regionals

Hello, there! I was wondering at what point after the release of Desolation of Blarg! will the new set be legal for use in the Regional tournaments?

The expansion will become legal for regionals 11 days after release. Today is the official release date, so it looks like any tournaments after the 10th can include cards from Blarg.
