Will there be rules regarding card rarity in these events?

The deck construction rules don't refer to rarity at all. What are you thinking of?

Well in the original instructions that come with the kits, or some literature on munchkin... it said in a normal tournament the cards would be limited to common and uncommon because the cards higher than that became more complex... So I was curious if this was that time.

Nope, that's not a rule at all. All cards are currently legal for tournaments. I think you may be thinking of our comments that normally Common/Uncommon cards are very competitive, which we've talked about a few times.
