The Allies don't depend on religious mumbo jumbo. The description states quite clearly that they got SCIENCE! from the Great Race of Yith. Time-Traveling Psychic Fungus Monster Aliens From The Depths Of Time are not religious! (But if they were, I'd definitely want to read their literature.)

I'd be less annoyed by a visit from the Great Race of Yith than the Missionaries that wake me up early every Sunday.

That's what "No Trespassing--violators will be prosecuted" signs are for, perhaps with a subscript, "We do NOT forgive those who trespass against us."

In this timeline, perhaps "Violators will be eaten!" is appropriate.

Try this one...

In 2030 a Nuke is detonated over the Aswan Dam. Now Aswan Dam is huge, a nuke would simply mess it up badly not blow it away. Still, a badly messed up dam you can't get pulled down or replace is a massive threat. More than 99% of the people of Egypt live in the Nile Valley. If the Aswan dam couldn't function, all these people would need to go elsewhere.

In this setting, Egypt in 2030 has a population of 92 million people, most of whom are pretty much nobody's idea of a desirable immigrant. They simply lack the education and savvy to make good immigrants. This means there is a crisis.

In the West, the place where most of the Egyptians would want to flee to, because Left-wing parties haven't made the needs of the Working Class a major priority since the 1960s (it's worst in the US, but it's the basic issue throughout the West) there simply isn't the authority among the political leadership to allow such a large sudden influx of hard to assimilate immigrants.

The East and the Global South simply can't handle them at all. This is becoming a major crisis, tens of millions could die. The Arab nations are in a fury and are screaming "Racism" and "Imperialism." Working People throughout the West are marching in anti-refugee marches. In the States, the Left has totally caved in, terrified that taking any Egyptian refugees means being out of office long enough so that the other side could permanently change the voting laws to seal themselves in office. Europe is screaming for the USA to take the lead.

The PCs are diplomats seeking a peaceful solution.

... wow. That's a scenario for when the players have repeatedly jumped on the GM's last nerve, IMHO.

China and Russia fight each other using biological weapons in 2050. By pure luck the USA had invented a broad spectrum flu vaccine that prevented mass population loss during the plagues caused by the Sino-Russian war. However, when the supermumps started sterilizing everyone, the USA slammed the borders shut and went into a massive quarantine while trying to find a vaccine. Luckily TL9 medicine came up with a vaccine in only a few years. Unluckily, most of the world's population was sterile by then.

It is now the year 2065, only the USA, Canada, and isolated island nations have children. The rest of the world is demanding children. If they die out they see no reason for the USA or any other nation to survive.

Who do they negotiate with?

Mumps only sterilises men. Men produce vast numbers of gametes, so the problem is readily solved by a large-scale program of sperm donation by the fertile regions, followed by artificial insemination. In a generation, things will be back to normal, apart from a population that's much more genetically mixed.
