Looking at the FLGS form you posted, it appears to show a price of $19.95 for a starter and a booster. Buying all three would cost $59.85 and would get you three starters and three boosters. Boosters are $3.95 each. For 9 more boosters to reach the 12 total in the deal, it would be $35.55. For a total price of $95.40 for three starters and 12 boosters.

It appears as though W23 is charging considerable more than a FLGS would to pre-order. Am I missing something? Do the starters not come with a booster despite being pictured with one?

The 12 boosters don't include the three boosters included in the three starters, so you're short $11.85 - which takes you to the total price of the preorder. (You're getting 15 boosters total, in other words.)
