My question, what does the Mounted Shooting technique provide to a character that already has the Gunslinger advantage?

Mostly Gunslinger makes it redundant.
Special Tricks can offset some penalties.

So, if I understand you correctly, Gunslinger doesn't remover the penalties for a rough ride or limited mobility [B548]. It just means my Guns skill is not capped by my Riding skill. It would still be capped by other people's Riding, Driving, etc. when am a passenger. Correct?

That is the way I read it.
I can accept the logic as well, if the driver/pilot keeps moving unexpectedly its pretty hard to adjust. But if your driving or in control (Riding) its easier to adjust to your own activity.

Hans or a line editor would have the more definitive answer though.
