Last non-Cultist level more than once per game?
 

Scenario:
In a four-player game, once a third player becomes a Cultist and raises the number of Cultists to three, and the fourth player gets a level, it's not the winning level, so the game doesn't end.

As the game continues, and one of the Cultists loses his Cultist class (to whatever legal mechanism.)

There are two cultists and two non-Cultists once again.

Later, ne of the two non-Cultists becomes a Cultist, bringing the count to 3 Cultists again. and again leaving one last non-Cultist:

Here's my question:

Does that last non-Cultist get--for the second time in the game--a level for being the only remaining non-Cultist?
