Bites! - We're All Friends Here

We had a case with three level 9 players, two of which discarded most of their cards to power Malediction (both had it). The third player then used "We're All Friends Here" to force a player with no remaining items to help. Can this be used for the winning level?

The target of We're All Friends Here always has the option of saying "No, take an Item," even if the target has no Items to take.
