Cthulhu cult membership card and cult meeting

Hello. Played Cthulhu munchkins last night. Everyone but one person was a cultist. The person who wasn't a cultist had the membership card out. This same person played the cult meeting card. Does this make the holder of the membership card an actual cultist in the sense the game is over? Or does it only allow him to come cackle and trade cards? Thanks

From the Munchkin FAQ:

A. You can change it at will, whenever you wish, for whatever purposes you wish (and no others). For instance, you can count as a cult member for purposes of gaining +2 bonuses in combat, while not counting as a cult member so you do not give the only other non-Cultist a level. If this is confusing, you should probably avoid reading any eldritch tomes you might encounter.

Re: Cthulhu cult membership card and cult meeting

Does this mean a person with cult membership card can equip cultist only items? This didn't answer my question if the cult meeting with the verbiage " any non-cultist with a cultist card can now play it and Join the cult" it was my understanding that a cult membership card doesn't work as far as giving a lvl or ending the game. But does the words "join the cult" actually turn them into a cultist that can allow them to end the game? Thanks
