Grappling While Grappled

I don't have Technical Grappling, but i was wondering by the Basic Set and Martial Arts what are the rules on grappling while grappled? Both grappling the person who is grappling you or grappling a third party.

Is it just the usual penalty of -4 DX for being grappled? And then if you grapple the grappler, he also has -4 DX and no movement?

More or less. I'm not sure of the exact Krommpost, but he did post something suggesting that grappling the grappler was a normal response to being grappled.

As Railstar says, pretty much. You make an attack with a grappling skill or DX at -4 due to being grappled. Your foe can use a "hands-free parry" from martial arts to counter this grappling attack. If you succeed anyway, you and your foe are each grappling the other, applying a -4 to each other, etc.

Could I get a reference for the hands free parry? I can't seem to find it in Martial Arts.
