Can a wizard charm a monster with no cards in his/her hand?

No. By current rules, a Wizard must have at least three cards. Even by the old rules, at least one was needed.

The other question is: can a wizard use his ability to charm monster which fights against another player in order to prevent gaining levels by this player, just leaving its treasures?

No. The Wizard must be in the combat.
