The Munchkin line has several Themes: Fantasy, Space, Pirates, Zombies, etc. each Theme has a Base game and one or more expansions.

When a game says it is a "standalone game but can be added to the munchkin series" it means it is a Base game of a particular Theme that can be played on its own (i.e., you don't need anything else to be able to play a full game), but you can combine decks from multiple Base sets to make a "multi-themed" deck (e.g., Munchkin Zombies + Munchkin Booty = Zombie Pirates).

In your specific example, Munchkin Cthulhu is the Core standalone for the Cthulhu Theme, and Munchkin Cthulhu 2, Munchkin Cthulhu 3, etc are expansions that require a Core game to be used.

As mentioned before, most of the themes list their expansions with numbers, and are smaller sets. These will also say that they are NOT complete games and need a core set in order to play.
