is Bonus of all my Footgear become negative and counts against me, or only Footgear in use?

The wording is a little peculiar, and I believe that's because of Sidekicks (the Hirelings of this set). The card says that Footgear giving you a combat bonus now works as a penalty. If you (or a Sidekick) aren't using a Footgear Item, then that Item is not giving you a combat bonus, so it doesn't count as a negative.

However, the Bad Stuff is written very wide open, and you do lose all Footgear, used or unused, if you fail to Run Away from Paul Bunion.
