I didn't know about it until I happened to read mention of it on Peter V Dell'Orto's blog... at which point I promptly went out and shored up holes in my collection (several DF and SS books, Martial Arts, and High Tech). Then this thread showed up, and I though "Hey, might as well grab some Power Ups!" and snagged all of 'em except Imbuements.
So, yeah, budget exhausted.

More on topic, I haven't been able to really sink my teeth into this one yet, but it looks solid after a cursory look. Notably, the crunchier bits under Dislike and Like are useful - I wasn't certain if the Quirk-level Pyrophobia one of the Feuyaner has in my DF solo game was really a legitimate Quirk if it just meant she would typically avoid it, but now that I have a mechanic for it (namely, someone brandishing a torch has a better chance at intimidating her, and she'll have a penalty to dive through a ring of fire), I see it works. Similar with the other Feuyaner rather liking steak (he's easier to influence, and he suffers a penalty on his Gluttony check when steak's involved).

GURPS Power-Ups 5: Impulse Buys was the final nail in the coffin, covering as it does things that burn points rather than increase point totals. We definitely did worry that "GURPS Power-Downs" would put people off, though!

The difference is that if you had opted for the title Power-Downs: Quirks, it would have constituted an implicit promise to also publish volumes dealing with other categories of disadvantages, such a physical disads, mental disads, social disads and neurostructural disads, and perhaps also metaphysical disads.

With the chosen title, no real expectation of that is created.
