I have two questions about the Munchkinomicon.

1) Can you play an unlimited amount of item enhancers on it? Also could a ship enhancer be played on it as well?

2) It seems that at the end of a game, some players could start trading lives in order to get spells to further prolong the game. Is that legal?

You cannot play Ship Enhancers on the Munchkinomicon, because it is not a Ship.

But can you CHEAT a Ship Enhancer onto it?

No. That's not how Cheat works.

To answer question 2, yes it is legal for two or more players to lose levels and cards multiple times within a turn to have the Munchkinomicon bounce around in the attempt to get good Spell cards. However, Andrew has stated that this tactic cannot be used to prolong a combat that a player is currently winning while trying to fish for a card that might be able to stop him (i.e., it is not going to complete within the reasonable time that he needs to give you before declaring victory).
