Zombies Dungeon: Krewe of the Dead

All Voodoo Zombies go up a level. Can it be the winning level? I ruled no as the card doesn't say so specifically, but the players want clarification.

EDIT: We looked at the FAQ and the first Important Note answers this definitively. Feel free to delete this thread. (Unless it's a good lesson to always check the FAQ.)
