Rule Clarification: Layered LT Armor

My question is with regards to the rule from Low-Tech, page 103, on layering armor:
Quote:

Apply -1 to DX for one additional layer, or -2 to DX for two. More than three layers total is rare. This penalty only affects deeds performed with the affected hit location. For example, if only the legs have layered armor, the penalty only affects actions involving the legs – including combat (but not mounted combat), running, and climbing. If armor is layered on the torso, the penalty applies to all actions. However, DX penalties don’t apply if the total odds of partial armor protecting a hit location are 3 in 6 or less (see the Armor Locations Table, p. 100), or for armor that covers only the head.
Specifically, the bolded portion above: does this mean that if I have two types of armor layered on my arms, one of those layers only protecting my forearms (1-3 on 1d), but the other protecting the whole arm, I am not under any penalty? Or do both types of armor have to possess the "3 in 6 or less" limitation?

My assumption is the former, but I do wonder if I'm being too lenient.

It's spelled out in the table that is referenced in the notes below.

Armor pieces with the notes [6], [7], [8], [9], and [11] are the ones that apply.

The partial pieces don't count toward layering, so if you have on full arm, and an forearm, only the full arm piece is relevant for layering rules. You're doing it right.

Yeah, I had the armor piece notes down, I was just worried that I wasn't reading the ruling on layering right. I'd always avoided any layering, but that rule allows for some duplicative protection, especially the combination of a pot helm and a coif, for example. But the idea of greaves and vambraces being allowed over mail for the arms and legs also makes me happy.

I'm seeing elaborate chest pieces placed over the vitals, quite personally.

I sometimes forget that Instant Armor isn't just a big list of tables, but also has some great additions to the armor rules from LT.

I like the chest/abdomen split. Not being able to use rigid armor on the abdomen still allows double chain to up the protection to the plate levels of the rest of the body.
