Curse! Income Tax
 
The card states the following:

Okay so I have two questions:

1) If you draw this card face down and play it on someone, must the person who initiated the curse also come up with the tax?

2) If you're a halfling while receiving this curse (either directly so you are the person setting the tax rate or you're trying to meet the established rate), can you designate the item you are discarding as worth double?

Yes, all other players from the one that was hit with the curse must pay the tax, unless they have a way to avoid curses, such as the Magnificent Hat.

No. Halflings can only double the price of an Item they are selling for a level. They cannot use that ability for any other purpose.

I'm unsure what you are asking. Are you asking if the player who played the cures on the other player has to pay the tax? If so, yes.

No. This is not part of a sale, it is something completely different, so the Halfling ability would not come into play here.

As a follow up question, would a Wishing Ring only be usable to negate the entire curse, or could I use it just to keep myself from paying and not save anyone else?

Side question: could someone play the curse on the player directly to their left, wait for all other players to be effected by it, and then cancel it with a wishing ring when it gets back to them?

Canceling the Curse gives all players their Items back.
