Winning after GUAL and Pursuing

So here is the scenario:

Brian is a Level 8 Warrior.
He fighting a Level 3 monster.
While everyone is adding monster enhancements he plays GUAL.
Can he do this? Can he do it right before he kills the monster and win the game?

Also when it says a monster will not pursue Munchkins under Level 4, does that mean if you are Level 3 and you attempt to run but roll a 2, you still escape with no Bad stuff?

Re: Winning after GUAL and Pursuing

He can do so during combat, but he cannot do so between killing the monster and gaining his level for beating it (you cannot play any cards in this timeframe unless a card specifically says it can be played).

If it is played towards the end of combat, he still needs to provide reasonable time for players to interfere to stop him before he is allowed to kill the monster and win the game.

For the non-pursuit monsters, it means you don't even roll when you need to Run Away from them. Once you admit defeat in the fight, you can simply declare that you escape from that monster as it doesn't pursue you. In other words, if you need to Run Away from such a monster, you automatically escape it.

Clipper is 100% correct. After playing the GUAL, Brian is required to give the other players a reasonable time to respond.
