But should that mean he gets that mitigator? How should that build read?

Does it require a trained technician with a specialized skill with our bodies? (Usually only rarely, if we count optional regular medical check-ups.)

Your body has evolved to do a lot of self-maintenance, and even some limited self-repair. AFAIK self-repairing cybernetics (not bio-implants) is TL11'ish.

To the original question: For metatraits in general, such as racial templates or bionic eyes, I count the NET cost toward the limit for individual disads, if the net is negative. In the case you raised, that would mean -1 toward your limit of -30.

To the ancillary question: Yes, mechanical eyes should have drawbacks relative to real eyes in order to qualify for a disad. Sensitivity to electrical surges and microwave ovens certainly qualifies, as does a maintenance requirement. The maintenance need not be especially complex, for if it must be done with the eyes removed or otherwise offline, then the owner cannot do it himself.

Hey someone actually answered the question I care about! :)

I was thinking the same thing, but the sentence at the beginning of the ultra tech cybernetic section pg 207: "Cybernetic replacement parts for specific body locations are bought as a crippling disadvantage with the Mitigator (-70%) limitation."

So...the -1 is the disad you write down, or the -15?

You write down "Two Bionic Eyes, -1 point". As Gef pointed out, cybernetics are a Meta-Trait.
