Maybe you could just say that 3po can translate/speak any form of open, widely known language or basically anything that isn't a secret code or military encryption.

Yes he knew straight away that the unknown transmission heard on Hoth was using a code sequence not used by the rebel alliance. This immediately ended any speculation that it could be a rebel broadcast.

However I suspect C3PO also has the ability to learn new languages very fast. He didn’t seem to know about the Ewok. Yet he seems to have cracked the language by just listening for a few moments. Later on he can explain the complete history of the Alliance to them. Complete with appropriate sound effects. This would seem to indicate that he could crack codes like new languages provided he has the mathematical abilities too. Of course he would not try since spying is just plain rude.

I'd put it as Language, Native, both spoken and written (6) with the Cosmic enhancement (+300%, making strange languages "no barrier" to him). 24 points.

Also Mimicry, etc...

No, that would just let his Language ignore DR if it was ever used to attack someone. :)

The best way to do this, upon careful consideration, is actually rather simple:

Language Talent [10]
Modular Abilities (Cosmic, 4 points; Languages Only, -20%) [32]

There. 42 points to know any language at Native, or to know two languages at either fully "Accented" or at "Native, either Spoken- or Written-Only" simultaneously (to translate, for example). Throw a few more points into the most common tongues in the universe (again, just to ease translation) if you want extra gravy on that.

A computer would be programmed with the language at native.. it would cost nothing to simply have a computer with x number of native languages.. since there is no cost to native languages.

not quite, there's no cost for the FIRST native language, you can learn your second + level at native level as well

That would only allow for comprehension, not speech. I'd go with Modular languages myself.
