Default When to pay a complement

I was just doing some number crunching on the effect of complementary skills.

If effective primary skill is ___ before the complimentary skill is factored in, a complementary skill of ___ or higher will improve odds of success.
  • 3, 15 (because 4 is no better than 3, and 2 is no better than -1,000,000, you only benefit when critical successes outnumber failures)
  • 4, 5
  • 5, 9
  • 6-9, 10
  • 10-14, 11
  • 15, 12
If effective skill is already 16+, a complementary skill can only reduce the odds of success.

Edit to add: If margin is important, it changes the math.
