I may not be right in my reasoning, I could see it. Tough call, but I'll assume something came up in testing that made them come up with those numbers.
Sure, I could understand the limitation being slightly more of a problem for one of those traits (even if attacks bypassing your DR also leave you more vulnerable in the future until you heal and even though someone with Regeneration can also wear armor), but the difference in the limitation values are not at all small. They are more than three times as high for Regeneration. Six times as high even for Occasional attacks!

Other than that I'm not sure how to build the template, sorry.
Claws and big pointy teeth are traditional. Scaly hide would give DR 3-5. A lot depends on what kind of troll you are going with. Are you going with this or this? The easiest to create would be the Internet Troll, where you just add Bully (Internet only, -60%).

I would call it more Sadism, and most internet trolls are horrible people in "real life" according to the few studies done on such things.
Trolls will continue trolling even if it's obvious their target is only getting angry.

What kind of troll are you going for? "Troll" is a very broad term in Germanic folklore and there is considerable overlap with Giants and (sometimes) Dwarfs, Goblins and other mythic creature. Are you talking about the D&D troll?

There is a conversion of a D&D 3.5 troll (and many other D&D monsters as well) in the GURPS Repository Wiki.

I would argue Bane on DR is very underpriced, however it has to be that way to fit in under Limited Defenses;

Someone with DR (Limited Defense, Very Common: specified advantage origin
(one of chi, magic, psionics, etc.) -20%) is protected against one of chi, magic, psionics, etc. but can be hurt by all the rest.

Some with DR (Bane, Very Common: one of chi, magic, psionics, etc. -15%) can be hurt by one of chi, magic, psionics, etc. but is protected against all the rest.

If I were writing 5th edition I might consider:

Against everything -0%
Against everything except for one rare thing -10%
Against everything except for one Occasional thing -20%
Against everything except for one Common thing -30%
Against everything except for one Very Common thing -40%
Against one Very Common thing -50%
Against one Common thing -60%
Against one Occasional thing -70%
Against one Rare thing -80%
