Keeping in mind that I am probably exposing extreme naiveté, but aren't steam channels generally used for talking about games that are able to be played over steam? Is there a GURPS PC/console game that I missed? Has GURPS online been resurrected?

No you are right. The steam group will be for gurps players not for playing gurps.

And some of the groups I'm in don't play Steam games! Plenty of people make friends in online games, discover common interests unrelated to online games, and then continue to use Steam as a social networking tool when they take a break from or even quit online gaming. (I'd use Facebook for that, but there seems to be a lot of Facebook-hate among gamer geeks!) It isn't as though Valve minds having people use their software and see ads for games sold at the Steam Store each time it updates . . .

I suppose it would be safest to give moderator rights to several trusted people (e.g. Kromm, assuming he joins), just to make sure if someone somehow loses an account / suddenly disappears, there are fallback options for retaining group control. (Saying this because I've seen this sort of stuff happen on the Net.)

I don't know if that even applies to Steam...maybe it does, but that's not really what Steam is for.

Good idea. I'll look into it.
