Default advantages as spells

Is it possible/useful to compare spells by there point value had they been innate attacks or advantages? I was just wondering because I was planning on creating dozens of custom spells for my universe that are on a tier structure, with each tier giving a number of Gurps character points to create an innate attack or advantage, and make that into a spell.

So the purpose of this is to be able to make spells quickly, during play, and the players could have a guideline to create them with a rough idea of their power scale.

Will this handle OK? or is there another way to handle custom spells that can be created by players. (of course the GM will have final say if a spell is allowed)

There are rules in Thaumatology for improvised magic.
