Reasonable pricing of Draining with shorter intervals.
Exactly that. This has relevance with a monster I'm designing for my campaign world. The idea is that when out of it's environment, it drains about 1 HP per hour, and when it gets back in, it regenerates quickly.
I am at a complete loss as to how the Draining should be priced if it occurs once per hour instead of once per day.

Looking over the mechanics, it could be used with some tweaking. To make it fit, though, I might just snatch the modifiers for frequency from Dependemcy and throw on the Draining. Or perhaps use the Hourly dependency could also work.
Dependency also doesn't prevent Regeneration from working when not in it's safe environment, which Draining does. That might be remedied by putting an accessibility limitation on Regeneration
