Forcibly Ascending/Descending
Right, so first I'll disclaim that I'm probably missing something obvious here.
Let's say you're a Judgement Triad or some Gamesters who have captured a Celestial of Interest on Earth and are looking to take them to the boss. They're in a vessel, naturally, and you've refrained from killing said vessel because releasing them to Limbo wasn't really part of the mission brief. You have a white windowless van and access to a nearby Tether. There are a few issues that I don't fully understand; -How do you keep them from going celestial and trying to bolt? -How do you make them go celestial and bring them with you to your celestial realm of choice once you're at the Tether? |

A relic called Will Shackles is common. This simply makes the victim suggestive to the user, who can order them celestial, not to go celestial, and so forth. The Asmodeus writeup describes a Noose, issued to Gamesters, which can yank someone around like you describe. Archangels find them distasteful, so not even Dominic has replicated them.

Right, so Will Shackles are the 'default' approach. The damned (or holy) things must be produced constantly then, since a strong argument for every single Earth-bound Gamester or Judge owning a pair exists.
