Which Book for Raccoon Vignette

Which book has the little vignette about the uplifted raccoons escaping from the government facility?
Is it a THS book or Biotech?

BIO90 has one, but THS might have one too somewhere.

Well, TS118 says to use the coons from BIO, so they're one and the same 'thing', but the story is in BIO, yes.
CotE10 mentions Doolittle Virus-afflicted Raccoons.
BD140 mentions raccoons hacking home security.

The official template name is Neo-Coon, and it is usually referred as such in text. I think one referred to them as 'coons (with the apostrophe).
