GIMP and Photoshop can do it, right, but you probably won't get the best results with them. A vector graphics editor, such as Inkscape or Illustrator will give you better results, and will let you export to an image at the size you need afterward. I actually pointed up how to do it with only free software (PDFSaM and Inkscape) on post 5...
