Sure it can, I hear that. But if people wont buy such a book and in large numbers it wont happen. Evidence so far says they only a tiny percentage of GURPS players would do so.

Does it have to be a book? A forum thread could work just as easily.

You could just build that advice into the templates. For example, the Brick profession could have ST +20 [10/level] even if the Speedster and Psychic templates both have ST +1 [10/level]. Meanwhile, Speedster has Altered Time Rate [30/level] which the Brick can only buy at 100/level (e.g. Superman), and Mind Control [100] and its enhancements are exclusive to the Psychic (Professor Xavier).

That's a good start, but I think getting a bit more specific would help. Like, talking about what it means to "lift" something in GURPS, and providing example benchmarks. Also how much damage/AP is needed to break thought substance X. It can be hard to parse this on one's own because GURPS will give multiple answers for each due to it wanting to simulate things.

EDIT: To clarify:
GURPS gets very specific about many things, to the point at which someone may not, for instance, realize Basic Lift is for 1 hand in 1 second, and that if their character used two hands and/or didn't need to lift fast they could lift much more.

A specification that, I expect, came about because people asked questions about "precisely what do you mean when you say, 'lift'?"
