Default Aspected Advanced TL?

For an upcoming game, a faction exists in the TL3 world that develops, maintains, and wields TL4 Personal Firearms and Combustion-based Weapons. They are treated as one tech level higher in Guns, Artillery, Gunner, and so on, burt are still TL3 in regards to medicine and any other fields.

The High TL advantage grants advanced Tech in all fields and is inappropriate for members of this faction. How then would I allow characters to buy skills of a TL higher than average in a small pool of skills?

Perk cutting edge allows one skill one TL above campaign to be bought. If more than four are bought, then just turn it into one level of high tech

Well no. At least not automatically. A time traveller from medieval England visiting first century Rome will have High TL...but its medical skills will NOT be TL 3. If people have fewer than five High TL skills, then they should be built with cutting edge perks. If they have at least five High TL skills, then go ahead and give them a level of High TL even if their medicine, agriculture, and transportation technologies totally suck.

Buy the skills as a TL lower, and simply rule that that's the case.

Actually just saying that "This is a TL 3 society which happens to have muskets" is a workable solution, but not necessarily desirable if you want to keep a barrier to characters from other cultures learning how to use and maintain them.

How about trying to use accessibility percentages?

This seems like a perfect use of the Cutting Edge perk. Restrict it to people from your gun-loving faction. You may want to treat Guns and Gunner as one skill each for this purpose though, unless you really want musketeers to have to pay extra to be able to use a pistol.

If a character has Guns, Gunner, Artilley, Chemistry, Armoury, Professional Skill (Powder Monkey) and so forth, just charge them a level of advanced TL.

No, I meant that if the tech advancement is an obscure field that takes 1% or less of overall TL (e.g. liquid propellent OR eye surgery OR heart biomods OR elliptic encryption algorithms OR room-temperature superconductors), but covers more than one skill, then it is an accessibility of -40% or even -50% (IIRC Supers added this accessibility level for numbers significantly less than 1%). If, OTOH, it covers a large percentage of advancement (e.g. All Bio-Tech OR All Transportation OR All Power OR All Weapons), then it is like ¼ of the overall tech tree, thus -30%. If it is fairly large (e.g. Everything Except Bio-Tech), then it might be ¾, or -10%.

I just feel that Cutting Edge is overpriced for sweeping advancements, even something as restricted as not even Bio-Tech, but, say, just Medicine (Diagnosis, Physician, Physiology, Surgery, First Aid, Pharmacy).
