The only rules "forbidding" Luck on rolls by or for the character that I know of are on p. 12 of Magic:
Ceremonial magic may not be assisted with Wishes, Luck, or Bless spells.and on p. 30 of Thaumatology: The various Luck advantages can normally only affect success, damage, and reaction rolls. They can't influence rolls on "effects tables" such as the Firearm Malfunction Table (p. B407), the Gadget Bugs Table (p. B476), or any critical success or failure table.Note that the latter case specifically identifies the Reaction Table as different from an "effects table." Also, if you're worried about a critical failure, you can still finesse the situation by rerolling whatever caused it, before rolling on the table. You're also forbidden from using Luck on others' rolls (without special enhancements like Wishing), with the sole exception of rolls made to hit you in combat. However, that is a special exception. Others' rolls are generally none of your business, even if you have Luck.

Because default Luck is about being personally lucky, not about making other people unlucky.
Unless you take Wishing. Then all bets are off.
