If I failed my check vs. a skill hit, at -10, am I still at a -10 for the hit rolls 10 to recover?

Do you mean if you fail a HT roll at -10 for Knockdown (a major wound to the skull for example)? No your recovery rolls aren't penalized. If you fail by enough you are knocked out, though.
