I should point out the instructions say the expansion plays best with Alternative Truths. But since that expansion adds so much to the base game, buying it as well is a no brainer.

I can't find Illuminati 1998 edition on Warehouse 23 at all, and Mutually Assured Distraction is "Currently unavailable" on Amazon. Did Mutually Assured Distraction already sell out, or has it not become available yet?
