I had thought about using crystals but I didn't know if it was a bit obvious?

Having said that it gels well with my 'source' all three examples were jewelry and provides a suitable bottleneck on production. They might need to be very specifically chosen prices of crystal cut and polished by a craftsman with specific ESP abilities.

Or they have to sacrifice a portion of themselves to invest power in the object. For example, a character who willingly became blind would receive 50 CP to invest in gadgets.

Possibly overkill, in this case, particularly for something that is likely to be acquired in play.

I don't see any of my players thinking that 'I carve out one of my eyes and stick a magic rock in the hole' works as a plan.

I am also not sure I really want to front load the downside that way. Not that it doesn't seem sensible to give talismans some sort of fairly hefty downside.

what are thoughts on just allowing both versions of wall enhancement to be taken on a single innate attack, where the "permeable" damage is only rolled if the wall's HP is bypassed?

you'd need 'affects insubtantial' to harm phasers, otherwise the HP would need to be destroyed for someone to walk through it, at which the rigid effect retires and the permeable begins
