Retributive Defense
I have a character in Supers called Big Payback who has the power of Retributive Defense. That is if you attack him with an physical attack (eg. Fireball; punch etc..) part or all of the attack will return to and damage the attacker.
Retributive Defense Percent Return Damage Points 1 25 100 2 50 200 3 75 300 4 100 400 Do you have a better way to do this. Or is it too unbalancing. |

Normally, DR with the Reflection modifier would do this... However, that's not based off a percentage of the damage, but raw numbers; Reflective DR 25 would reflect all the damage up to 25 damage back at the attacker, with the excess affecting you.
Not really sure what you're going for here, though... if someone hits you with an 87 point damage attack, you're reflecting 22, 44, 66, or 87 damage, while if someone hits you with a 12 point damage you're reflecting 3, 6, 9, or 12 damage?

You got it maybe you could use a Reflection DR for 25%; 50%; 75%

I was thinking this sounds a lot like injury tolerance: damage reduction, from powers. Only negated damage is reflected back at the attacker instead of well negated. So maybe a modifier of some sort on that would be appropriate?
