Munchkin Marvel - Auto fail run away and Loki
From Hobgoblin, the next attempt to run away will automatically fail, but Loki doesn't pursue agents level 5 or below and the agent is currently level 2.
In the case of an automatic fail to run away from something that does not pursue, what happens?

does not pursue means there is no run away, therefore it should not trigger the failed run away attempt criteria. You actually have to have a need to roll the die and run away.

That's probably the clarification I'm looking for. Just because the monster is not pursuing, does that really mean there is no running away taking place? To me, "does not pursue" implies you are still running away; the monster just doesn't care to follow. Do you know if that definition of "does not pursue" is in a FAQ? I have not been able to find it.
