Influential within the club. No 1%er would let his old lady do business outside of the club in his name, unless it was really weird business that "only women could do"... which I'm really drawing a blank on.
Most likely, her cover persona would have major contacts with someone able to acquire firearms regulated by the National Firearms Act.

She's extremely cagey about the indentity of her contacts, but checking up on them will reveal several outlaw bikers who believe that she has a cousin who is a licensed dealer and engaging in massive falsification of paperwork.*

The outlaw biker with whom Ms. Rubio's cover persona would claim connection would be one that was cooperating with Homeland Security Investigations from prison, unknown to his MC. Several of his MC brothers could confirm her identity, connection to him and ability to provide hard-to-acquire and highly sought after firearms to trade for drugs on previous occasions.

It wouldn't be considered that odd that the mythical cousin refused to deal with anyone but her, as any successful procurer of smallarms on a profitable scale would probably be leery of having the criminals he sells to know his identity as a squeaky-clean citizen without a record of any kind, as that's a fast track to going to prison.

*The more sophisticated might suspect that her cousin has a trusted position at a large gun dealer's firm.

Numerous cartels have had widows and other female family members of founders as high-ranking members or even effective chiefs. If they accept female bosses, wouldn't they accept female buyers?

Also, if a high-ranking member is incarcerated and the MC is the subject of an ongoing investigation, it's not beyond the bounds of plausibility that the rest of the leadership of the chapter might be under surveillance or at least be afraid that they might be under surveillance.

Hence, it would be possible that they would send 1-2 less well known members and the old lady who has the gun connect to speak for them. Or even more plausibly, that the incarcerated member might do so on his own, in order to fund appeals or bring in an income which his family and allies within the MC rely on.

The cover persona doesn't actually have to yield a meeting with a high-value DTO target. It just has to explain her presence and the presence of the men with her in a small town where few strangers except those connected to the border drug traffic ever come, to the satisfaction of street level cartel soldiers and perhaps an underboss.

The mission is to meet with a cartel shot-caller, among other things, but he'll be aware that the cover story is a cover story and will probably assume that any strangers in town are US military SMUs operators, law enforcement personnel or covert operatives from one intelligence service or another.

The purpose of the deception is mostly to prevent any rivals he has, as well as any members of his organisation not sufficiently trusted to be privy to all that is going on, from panicking about the strangers in town and interfering by doing something stupid.

Her undercover persona is either one newly established by ICE/HSI when she transfered over, in which case it is 3-4 years old, or it was transfered over from the DEA when she made her lateral move, in which case it could be anywhere from 5-9 years old.

As an undercover agent, Ms. Rubio has, at all times, several different personas being maintained on social media by support staff (who handle hundreds of these). Informants and criminals seeking plea bargains are used to add bona fides to criminal background stories, including confirming details of criminal activity engaged in with the undercover agent.

The persona that will be used during this mission will be one developed for completely different operations at some time in the past. It could have been developed for an operation against gun-running from the US, in which case it would have been part of an investigation against motorcycle club. As arrests still haven't been made, the identity would still be presumed to be 'clean'.

She might also have older identities from her DEA days that were designed to target DTOs as primary targets, but many of these, of course, would have been blown in the proccess of either a successful or failed mission.

There are just too many problems with the idea of female 1%er.
Note that no matter what her persona, she will face an informal background check, with her claimed criminal associates in the US contacted by phone or email.

This is a possible persona as well.

A very strong argument in favour of a cruiser.

I shall so inform the GM and the player.

She's looking at an external holster for anything larger than medium sized pistol. And even if she goes with a cruiser with a long seat (or touring baggage compartments*), it isn't going to be any sort of "quick draw capable"
It's possible that she'll carry the weapon externally, as long as it could be disguised as something other than a dramatically illegal-looking 'assault weapon'. But a hidden compartment would work better.

An external cargo space that can fit the carbine and several magazines would be nice, but it would probably look like a gun case and nothing but a gun case.

Is there anything else which people carry in external cases mounted to motorcycles which is long and relatively narrow in shape? I don't imagine all that many people need a shovel case...

[/EDIT]
She has around 50-60 lbs. of baggage she'd like to be able to carry on the bike if possible. Of those, ca 10 lbs. are ammunition and other ordnance. All her gear fits into one large bag, which is included in the luggage weight, and this bag has an inbuilt smuggler's compartment for the longarm.

The weapon is a Alexander Arms SBR carbine with 12-inch threaded barrel, Magpul CTR Stock, Geiselle trigger, Midwest Industries 4 rail handguards, Insight AN/PEQ-15 ATPIAL, Surefire M600V IR Scout Light, Surefire Tango Down Vertical Foregrip, Trijicon ACOG Reflex Sight and M4 patrol sling.

Which, now that I check, is actually just over 27" with the stock collapsed as far as it will go. I note that the Colt M4 Commando, with an OAL of 27.5" with the stock retracted as much as possible, fits snugly within the saddlebag of a stock Harley Davidson motorcycle.

If necessary, it would be possible to store the carbine without the foregrip, light and laser unit mounted, but the reflex sight would have to be mounted even while it was in storage, to avoid having to re-zero the weapon. Of course, it would be ideal not to have to assemble the other accessories before use either, so the best case scenario would have a compartment sized for the weapon as-is.

More likely, she would keep all the accessories attached, but separate the upper and lower halves. That cuts down the OAL some. Just have to mate the two halves and push the two captive pins together. Then pull the charging handle and rock and roll.

That's possible.

From the pictures, it seems that just over 27" OAL would fit in the saddlebag of a full-sized Harley and as it is the length that just barely fits and there is plenty of space to the sides, the accessories wouldn't make a difference. She could just keep the weapon fully prepared for combat in a saddlebag mount.

If she wants to go with a smaller bike, she'll certainly have to adopt some solution like keeping the weapon disassembled.

Default Undercover IDs, Motorcycle Types, Brands and Models for Jade Serenity PCs

Now, it hasn't been definitely established in play which PCs will remain alive, free and still in the service of Onyx Rain after the events at Manhanock Asylum for the Criminally Insane and the quarantine in response to them. See quick descriptions of the three PCs.

We do know that Onyx Rain is planning a mission to Mexico where Sherilyn 'Cherry' Bell* and Chase Taylor were intended to go before everything went haywire on Jewell Island. See campaign background. For reasons of his own, Special Agent Danny O'Toole was planning to be a part of that mission. The mission is still happening, but, as noted earlier, whether or not Onyx Rain will wish Bell and the PCs to be a part of it is not clear.

As it is, Dr. Michael Anderson has no special reason for wanting to go to Mexico to offer a plea bargain to Raul Vargas and Col. Ortiz's deserted team of Special Forces soldiers, beyond mere curiousity, but then, he is very curious about the amazing changes in his former test subjects at Project Jade Serenity. Also, Dr. Anderson has indicated that he is willing to provide emotional support and psychiatric assistance to Cherry Bell in the future and he has half-promised Chase Taylor to help him take care of her, both of which would require him to follow her to Mexico if she were sent there.

Until I know different, I shall then prepare undercover personas and equipment for all the PCs in Mexico.

Onyx Rain will have access to ICE-HSI staff used to undercover operations and will be using previously established identities for their own agents, Special Agent Rubio** and Special Agent O'Toole. They'll do the best they can with a week's preparation for the others, maybe using the real names and history of other undercovers or informants who allow it or maybe using such people to authenticate a cover.

The existing identities will have been meant for investigations targeting some high-value criminal organisation within the purview of ICE-HSI. Possibilities include human trafficking, gun-running (with ATF) or drug trafficking (with DEA). Agent Rubio has been stationed at El Paso for the past two years and before that spent time in South California and the Rio Grande Valley. It is therefore plausible that the hastily-made cover IDs will be from organisations in that milieu, due to having to use informants and undercovers already infiltrated.

The most likely cover IDs for the characters will thus be members of organisations with connections to Mexican cartels for the purposes of cross-border smuggling of some sort. These could be 1% Motorcycle Clubs, gangs like Tango Blast, Texas Syndicate, MS-13, Barrio Azteca, Almighty Latin King and Queen Nation or hate groups like Aryan Nation.

The cover IDs are only meant to discourage inquisitive cartel members not part of the negotiations. Due to the area where they are going being controlled by a faction of the Knights Templars cartel, one allied with the Sinaloa cartel and warring against both Los Zetas and La Linea in service to the Juarez cartel, cover IDs should not belong to organisations perceived as allied to Los Zetas, Juarez cartel or La Linea.

Special Agents O'Toole and Rubio are both expert motorcyclists (skill 15 and skill 18). So is Chase Taylor (skill 20). Dr. Anderson and Cherry Bell are not, though Bell could probably ride any kind of vehicle from default pretty effectively, given mimimal time and instruction for familiarising herself (skill 13).

Obviously, there is a risk that Raul Vargas or his subordinates will react with violence and to that end, there will be surveillance and security in reserve. Another risk factor is that Vargas might prefer to seperate some of the characters, such as Cherry Bell, from the others, using counter-surveillance and fast-moving vehicles, without being willing to directly attack what he knows are people working for the US government.

Powerful, agile motorcycles might be an asset in that case. If they can go off-road in the Chihuahua or Sonara desert, that would be a bonus. Cargo capacity that is big enough for a concealed carbine is a huge plus, but obviously difficult with anything smaller than a cruiser.

Does anyone have suggestions for motorcycles that might fit the covers or be useful on the mission?

*Born in North Carolina in 1980, Ms. Bell appears shockingly youthful at age 36, enough to convince the PCs who know anything about the potential effects of Project Jade Serenity that she is exhibiting classic symptons of having been affected by the various experimental drugs. Ms. Bell was a mental health specialist at Camp Mackall during Project Jade Serenity when she apparently helped CW2 Raul Vargas and SSG Santiago Garcia as they embarked on their violent escape. May have killed people in that incident herself and was certainly responsible for putting Dr. Michael Anderson in a coma by injecting him with a coctail of experimental drugs during an altercation.
Never tried for her part in the ecape, declared unfit for trial and immured at Manhanock Asylum for the Criminally Insane for seventeen years.
**New PC, short description will appear in next 'seasion' of Jade Serenity.

Suggestions like this one, for example?

Edit: Suggestions for undercover IDs for individual characters are welcomed, as are any other notes about useful or necessary equipment for the Mexico mission.

Default Black Market Firearms in Chihuahua, Mexico

Onyx Rain does not want any former Jade Serenity test subjects carrying weapons that can be traced to the US government. On the other hand, Agent Rubio has a local contact who is a former member of an anti-cartel autodefensa and has good connections in the arms black market.

Default Re: [Modern Firepower] Technothriller gear for secret DHS team in 2017

Glock 9mm handguns (17, 19, and 26) and Smith and Wesson Shield handguns are by far the most common things around. I am laughing at the markup on the Hi-Point 9mm. Obviously his moneymaker.

Having handled a 5906 and a Hi-Point, I feel compelled to comment on them. The 5906 is prized as a collectors item because it has an all steel frame. After its heyday, partial polymer and all polymer frames became mainstream and steel frame handguns are now uncommon. The CZ75 and its family have a following because of this. The Hi-Point has a reputation because of its price tag, but they are surprisingly rugged. You will instantly notice its 29 oz weight when you pick it up because almost all of that is in the slide, so it tries to tip over any chance it gets. The 5906 weighs markedly more, but that weight is spread out through the whole frame so it handles much easier despite being heavier.

Of course, the Glock 17 is a mere 22 ounces, making it less belt-straining than either.

You're absolutely right. I added these and the Taurus Model 85 revolver to the list. They are common enough so that they would be common in straw purchases and easily acquirable.

Well, not really. The black market prices across the border represent the cost of acquiring the weapon and smuggling it across, in the case of firearms bought in the US. Some types of weapons may be more easily available or at least cheaper if obtained by other means than smuggling over the Texas or New Mexico border. This includes many weapons that the Mexican armed forces or police have carried in the past, but also weapons that are technically available to civilians in Mexico, albeit extremely complicated to obtain legally.

Due to Mexican laws, firearms chambered for more powerful calibers than .380 ACP and .38 Special represent more of a risk for the smuggler, with heavier potential sentences and much less chance of being able to bribe someone to overlook it.

As a result, the 9mm and .45 ACP handguns usually have a much higher markup than the .380 ACP and .38 Special handguns.

.38 Super is a special case, in that there are many older firearms of that caliber privately owned in Mexico, by people who did not turn them in when they were made illegal, but the caliber is also very sought after on the black market. If you don't mind getting an old gun (which may be well-maintained, though), the greater suppy tends to push price slightly down, but for newer guns, the .38 Super model may be more expensive than the .45 ACP.

Notably obscene markups on the list include the Glock 42 (selling like hot cakes), FN Five-SeveN (highly prestigious), Kahr CW380 (proved harder for him to find than some equivalent pistols), Draco Micro Pistol (really in right now), Mossberg Shockwave 590 shotgun (cool and not all that common) and most of the older and heavily used full-auto weapons that were sourced from government armouries, which are being sold at many times what they cost in bribes to obtain.

From what Internet research can tell me, Colt and Smith & Wesson are names with a lot of cachet among gangbangers in Northern Mexico. Big, solid looking handguns like the Colt 1911 and all-steel frame S&W semi-automatics are more popular on the Mexican black market than they are among legitimate gun-buyers in the US.

I find the standard Glock grips very boxy and uncomfortable. Personal preferences aside, any handguns that the team leader, Agent Rubio (PC), authorises the purchase of will most likely be intended for more-or-less concealed carry.

If anyone gets a Glock, it will probably not be larger than the Glock 19.

Default Kel-Tec SUB-2000 carbine, 9x19mm Parabellum

Considering that it is the best selling longarm at the local gunstores and it folds for easy storage, making it slightly easier to smuggle in hidden compartment than a full-size AR or AK, I thought that Agent Rubio's contact might be able to get them if desired.

Kel-Tec SUB-2000 carbine, 9x19mm Parabellum
Dmg: 3d pi
Acc: 4
Range: 200/2,000
Weight: 4.9/0.6
RoF: 3
Shots: 17+1
ST: 8†
Bulk: -5
Rcl: 2
Cost: $500
LC: 3
Notes: Folds in half for storage (Bulk -3).

One of the top selling longarms in the US and the most popular 9mm carbine since its introduction, the composite-frame SUB-2000 looks like a toy gun, but is surprisingly tough and functional. The weapon is 30.5" long, but folds in half (16.25") for storage. Fast-Draw (Longarm) readies the weapon from the folded position.

The most popular version uses the magazine of the Glock 17 (can also use Glock 19), but varieties exist that can use Beretta 92, SIG-Sauer P226 or S&W M&P 9mm magazines. Chambered in .40 S&W, it has Dmg 3d+ pi+; Range 210/2,100; Shots 15+1. It uses the magazines of the Glock 22/23 and varieties exist that can use the magazines of the Beretta 96, SIG-Sauer P226 or S&W M&P .40 S&W magazines.

Gen 2 SUB-2000 carbines (2014-) have redesigned sights and come with Picatinny rails for mounting optics on top of the weapon and light or lasers below it. Most types of optics will interfere with the easy folding of the gun, however.

---

I'm mostly wondering if they qualify for the same Acc 4 as the UZI carbine with a 16" barrel or if the heavy trigger pull (and crappy sights, in case of the 1st Gen) of the SUB-2000 ought to restrict Acc to 3.

What do the forumites think?

HiPoint also makes carbines if you like HiPoint

Ruger Mini14 and Mini30 are popular carbines. The A.C. 556 is a selective fire Mini14 I think

Ruger P95 is a semi popular service pistol

Remington 700 is a popular hunting and sniper rifle
Remington 760 / 7600 are popular hunting and police rifles (they have similar feel to the 870 shotgun and were popular to put in squad cars), also slide action rifles are just cool

Taurus Judge because it is cool

The Kawasaki KLR 650 is an extremely popular dual sport bike that has been in service since 87, and is actually fielded (with diesel conversion) by the US military

Yamaha Super Tenere and BMW R1200GS are other popular dual sport / adventure bikes
