Warp or Jumper or something else?
In the game world, there is the realm of Heaven, Hell, and Earth. We are trying to figure out the advantage to give celestial beings the ability to travel between them.
Requirements:
Looking at the advantages, would a version of Jumper work, and instead of time, it is Jumping to realms? Would Warp work, since you can go anywhere on Earth you can imagine? Is there maybe a Magic spell I should consider? any thoughts you all have would be great. Thank you!

Its linked jumper and warp. You change both your position and your realm, as it were.
Warp should be limited to reflect the fact that you can only use it on earth. Just how valuable that is depends greatly on the campaign and specifically on how much of the action takes place on earth, as opposed to the other realms. If you can go anywhere on earth, you probably have some nice levels of reliable on your warp. Though I seem to remember a version of reliable that cost half as much but only negated distance penalties. EDIT: The warp jump enhancement is specially named a case of linked. Also, if this feels really expensive, it is, and its very powerful in the right campaign. If this is not that campaign, ask why it isn't that powerful, put up genre convention walls, and reduce the price.

That will let you do what you want. It will let you do some other things as well, such as teleport strait before the holy throne. You need limitations to reflect that you can't just go to anywhere.

I'd be tempted to allow an extra limitation to Warp, since it can only be used as a Warp-Jump when jumping to Earth. Jumping from Pheonix to Detroit requires extra rolls and a stop at one of two predictable locations, while Jumping between specific points within heaven or hell is impossible.

The numbers, take 2:
Since the bulk of the game takes place on Earth, I don't know that the limitation would be that great.

Warp has "Anchored", Powers p89. -80% for a single fixed site. For Jumper, there's "Special Portal", Powers p58, probably equivalent to the -60% version (since no special time of year is required, as in the example for -80%, and you can depart from wherever you happen to be, as in the -60% example).
Warp by default requires you to have visited your destination, or be able to see it. If you can Warp to places you've never been and can't see, that's "Blind", +50%, on B98. The OP had a preference for previous visits, so the default version fits as is. I'm not certain from the OP, but it sounds like you can't Warp (teleport) around Heaven and Hell at all; just world-Jump to and from them. An "Only On Earth" Limitation for Warp would probably come in at around -25%, based on a 1/3-of-the-time Accessibility, as well as comparison to the Environmental conditions on Powers p110. The value of that limitation really depends on how much of the campaign you foresee happens on Earth as opposed to the other places. If there's no reason to Warp around Heaven or Hell (because you just talk to "people" there, and travel time is irrelevant, or there's no secret archives to break into, or bad-guy patrols to dodge, etc), then you're not really losing anything by not being able to port around those places. But, you did seem worried at the prospect of PCs porting around Heaven, so there must be something that they lose by not being able to do so :) |
