Powers, Psionic Powers, Supers IIRC. Probably others. Not that I think Kromm's statement was intended to invalidate the build - or even an Affliction (Advantage, Jumper), which does always require at least one FP to use. Even He can't think of every context in which His Words will be placed...

The only thing I see in Supers is a statement about Warp Afflictions as a possibility. Is there one I'm missing? For instances where FP is mandatory (Jumper) OR optional (Warp), it seems to me that the only fair thing is to assess the cost to the afflictor, except for wish-type beneficial afflictions.
