From a game-mechanical standpoint I wouldn't be opposed, but I'm not sure what it represents in real-world terms. If someone has no defense while Doing Nothing, it's generally a result of them not being in a combat mindset - ie, Mentally Stunned by Surprise or a similar situation. I suppose such a disarmed state
might be more restful than if staying watchful for attack, but probably not on a scale that would matter for the second-by-second flow of GURPS combat. Based on Tactical Shooting, being in a Focused (threat level Orange) state costs 1 FP per 10 minutes on a failed Will roll. So for average folks, the difference between normal and heightened alert amounts to 1 AP every 12 seconds.
