Default Cut In Line

Let's say I offer to help someone win a fight against a monster and ask for three of the four treasure cards that we would win for defeating the monster. They refuse my help and instead accept help from someone else who only asks for two of the treasure cards. After they defeat the monster I then play my Cut In Line card.

Do I get three treasures because that is what I originally asked for, or do I get two treasures because that is what the agreement was between the two players who actually defeated the monster, or do I only get one treasure?

You get one card, the first pick.

So then I would get one card, the munchkin who helped gets two cards, and the munchkin who asked for the help only gets one card (plus one or two levels).

Or should it be the person who helped that only gets one card?

You get one card.

The helper gets whatever the helper agreed to get.

Can I play this card if player refused my help and won the combat alone, without any helpers? Can I see all his treasures and pick one?

Yes and yes. In this case, your opponent would hand you all the Treasures after drawing them and you would choose one before returning them to her. (You're required to show that opponent which Treasure you took, but you don't have to show anyone else.)
