Communities that reject some arbitrary level of technology in order to live in an argraian society exist in the real world. Saying they reject "technology" isn't uncommon, even if isn't technically true.
Kind of like how my mom used to say I had "too much media" but asked me to read a book. :P

More on point though: since GURPS is pretty precise with it's Tech Levels, it's easy (er easier) to establish how broad or limited someone's use of technology is. A pure agrarian society could be TL1, using wooden plows and oxen, or they could be all the way up at TL6, using occasional coal and steam power, and/or using metal plows and burly horses.
