Hello.

Have I understood correctly: If I haven't said "Ra Ra Ra", I don't get a level, right?

And another question - If I've played this card on another player and he haven't said "Ra Ra Ra" - does he get a level?

You're overthinking this. If you play the card and the recipient of the level doesn't say "Ra Ra Ra," the other players should point this out, at which point the recipient of the level DOES say "Ra Ra Ra" and you get on with the game. It's not meant as a "gotcha" rule, it's meant as a bit of funny stuff to lighten the mood.

I guess the only time it would be important is if you want to play it on somebody else who, for whatever reason, doesn't WANT to go up a level just then. It would be interesting to know if they could AVOID gaining a level by refusing to say it.

I'm not going to rule on a hypothetical case that is that unlikely, ESPECIALLY in the 101 group.
