[UPLIFT] Is "No Primitive" an actual 3E advantage?
It's referenced in Uplift 2E for Gillian Baskin, Captain Creidiki, Robert\ Oneagle, and Thomas Orley. It's 5 points, but there's no reference to it in Basic 3E, Uplift 2E, or CI.

Re: [UPLIFT] Is "No Primitive" an actual 3E advantage?
I don't have GURPS Uplift to hand. But I suggest that the wording is typical of a character who lacks a trait that is part of their racial template. For example, one of the races in my fantasy campaign has Hidebound, but one of the PCs who belongs to that race took Not Hidebound as an advantage. If you view her in relation to humans, she acts just like a normal human, which is neither an advantage nor a disadvantage; but if you view her in relation to her race, not being Hidebound makes her exceptionally flexible, which is an advantage for the individual character.
In the Uplift universe, humans are lower-tech than Galactics, which would perhaps be called Primitive. A human who has assimilated Galactic technology would not be Primitive. Check the racial template for humans and see if it lists Primitive as a racial trait.

Re: [UPLIFT] Is "No Primitive" an actual 3E advantage?
That is correct. The Primitive disadvantage is explained on p. 21 of Uplift 2e; it is the same as High/Low TL in GURPS 4e. On the racial template on p. 45 Humans are primitive (-1 TL, -5 points), thus it is an advantage to not be Primitive.

So not an advantage in and of itself, but a specific case for the Primitive disadvantage/the High Tech advantage?

It has been so long, but I think William has it right. A buy-off of a racial disadvantage.
