However, check the stats given for the Real world duplex round given in the text for the Springfield M14 on p.115. They do not agree with the Multi-Ball rules you refer to.. they only lower Rcl from 3 to 2.

Even this is probably too good to model the observed results i.e. duplex rounds did not become common. They probably didn't give a net improvement in performance at all after expense and reliability issues were considered..

One mod that would reduce the Rcl to 1 would be to replace the barrel with a smoothbore barrel and replace the rounds with gyrojet rounds. You'd probably need to replace the action too to get the thing to feed properly. But you could keep the same stock so it is technically just a modification, right? Now your Gyrojet M16 will have some other issues (like lack of accuracy, poor shot range performance, reduced damage) but it would be Rcl 1.
