Mana Storms
Severe thunderstorms interfere with the local mana field. When inside a Mana Storm roll one more die for spell casting attempts. Each magic item rolls one die whenever it is supposed to do something and on a six that item isn't working this turn. A staff or powerstone that fails while the wizard is attempting to do something magical with it leaks a point of stored power.
Magical Gates are avoided during these times because each gate has around a one in six chance of rolling an 18 or higher on four dice and instantly collapsing after the figure passes through. The only bright spot is that gargoyles and dragons are grounded during mana storms to avoid failure to fly. These storms are of course more common in the mountains.

Cool. Reminds me I once entertained the idea of having Mana Weather. Under a high pressure system spell costs would be cheaper, and when pressure was low spells would cost more or not work at all.
I'd hate to be the GM running that world though!
