Default Malediction, Cone, Area of Effect and range increments

Hey all! I have been having a discussion elsewhere online and a rather curious edge case came up; what happens when you apply Cone to a Malediction concerning it's range modifier?

If you look on page 101 of Powers it states, "Work out the range modifier separately for each target within the cone, following the usual rules for Malediction."

But PK has gone on record on these forums on at least two occasions that I could find saying that when Area Effect is applied to a Malediction that the Malediction effects everyone in the target area equally and that you would need dissipation to get this effect otherwise. This means Area Effect also would not need more than Malediction 1. We also have the printed examples in the Auras of Power in PU4 where they ALSO do not degrade when affecting targets further from the source.

But Cone doesn't have such a ruling, so are you ultimately paying more for a more limited effect when purchasing Cone vs Area Effect? Is Cone meant to include these penalties from Malediction while Area Effect isn't? Or is the note on page 101 of Powers not necessarily indicative of Cone being effected by range increments from Malediction and is referring to something else?
