Playing monster enhancer cards on Cultists

I was enjoying a lovely game of Munchkin Cthulhu when a dispute started out over whether enhancher cards could be played on cultists. The owner of the game gave a quick look over the rules, but could find nothing in the Cultist sections stating that, and gave their ruling. But now curiosity has me - can monster enhancer cards be played on Cultist players, and where is that information given?
